In a landmark move, a consortium comprising Power China International Group, Guangdong Electric Power Design Institute, and Zhejiang Thermal Power has signed a limited commencement agreement in Dubai with Aljomaih Energy and Water Company, Électricité de France, and Buhari Investment Ltd. for the 3.6GW Taiba2 and Qassim2 gas combined cycle power plant projects in Saudi Arabia. This collaboration marks a significant milestone in China-Saudi energy cooperation, accelerating Saudi Arabia’s energy transition goals.
The projects are located in the western province of Madinah, approximately 100 kilometers southeast, and in the central region of Buraydah, approximately 30 kilometers southeast. They involve designing, procuring, constructing, and commissioning 3.6GW gas turbine power stations. The power plants, designed for efficiency and environmental sustainability, will employ H-class heavy-duty gas turbine combined cycle units capable of dual-fuel operation. The facilities are future-ready, with provisions for carbon capture facilities. The projects are anticipated to commence construction in Q1 2024, with commissioning for power generation expected by 2028.
Aligned with Saudi energy plans, the projects aim to significantly increase the share of gas-combined cycle power stations by 2030, ensuring the reliability of the power supply. The future inclusion of carbon capture technology in these projects supports Saudi Arabia’s goal of achieving “net-zero emissions” by 2060.
